Representative Green moved and asked unanimous consent that the                
following committee substitute be adopted in lieu of the original              
resolution:                                                                    
                                                                               
CS FOR HOUSE CONCURRENT RESOLUTION NO. 22(FIN)                                
Directing the Legislative Budget and Audit Committee to study                 
fiscal and other public policy issues relating to state revenue.

There being no objection, it was so ordered.                                   
                                                                               
Amendment No. 1 was offered  by Representative Kemplen:                         
                                                                               
Page 1, line 1, following "study" (title amendment):                         
	Insert "social,"                                                            
                                                                               
Page 1, following line 5:                                                      
	Insert "WHEREAS the state is facing a serious breach of trust               
between the citizenry and their elected officials; and                         
	WHEREAS the restoration of civic trust is critical to successful            
implementation of any fiscal solution; and"                                    
                                                                               
Page 1, line 12, following "study":                                            
	Insert "social,"                                                              
Page 2, line 4, following "spending;":                                         
	Insert a new subsection to read                                               
		"(5) evaluation and recommendations for restoring sufficient                 
levels of trust to successfully implement any chosen revenue-                  
generating option;"                                                            
                                                                               
Representative Kemplen moved and asked unanimous consent that                  
Amendment No. 1 be adopted.                                                    
                                                                               
Representative Phillips objected.
