Amendment No. 1 was offered by Representative Kemplen: Page 1, line 1, following "study" (title amendment): Insert "social," Page 1, following line 5: Insert "WHEREAS the state is facing a serious breach of trust between the citizenry and their elected officials; and WHEREAS the restoration of civic trust is critical to successful implementation of any fiscal solution; and" Page 1, line 12, following "study": Insert "social," Page 2, line 4, following "spending;": Insert a new subsection to read "(5) evaluation and recommendations for restoring sufficient levels of trust to successfully implement any chosen revenue- generating option;" Representative Kemplen moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Phillips objected. The question being: "Shall Amendment No. 1 be adopted?" And so, Amendment No. 1 was not adopted. The question being: "Shall CSHCR 22(FIN) pass the House?"
